Tier 3. Tier 3 is more intensive intervention offered to students for whom support in tiers 1 and 2 was insufficient. Instruction in tier 3 must be targeted to the underlying difficulty(s) impacting the students' progress in literacy. Ongoing tracking of student performance is critical in tier 3.
