It would be nice if the bow was made available from a vendor in The Last Light Inn, and other locations in Acts 2 and 3. No, its already powerful as it is, you have the ability to silence mages from a distance without spending spell slot. Making it more powerful would break the game balance and making it less fun.

Lockpick the door nearby to enter the basement of the Arcane Tower. Therein, you can interact with the Power Generator and place the Sussur Bloom in it. Doing so will charge up the Generator and activate the Arcane Tower Elevator in Baldur's Gate 3 (BG3). All of your teammates can now use the elevator and reach the top of the Arcane Tower.

I know this is a bit late but for others that were/are wondering you can find two more of them in the undredark Dread Hollow region on the Sussur Tree where you harvest the sussur tree bark for the Finish Masterwork Weapon quest.Reach the glowing tree at the bottom and pick up some Sussur Bloom there. ... The bark has an HP pool of 10. There is one of those bird things up there guarding it. When attacking it sometimes either intentionally or not the bird or you by way of AOE damage will hit the bark, but because there is a chasm beneath it it will fall down into it. ….
