Personally, I locked one faction first through doing daily missions and then waited to do the other unlocks when I got my epic ship at 34. A lot of people think you should lock your second and third faction earlier, but it's a lot less grindy this way because when you have a 34 ship you can take out more powerful NPCs who give out 6k+ rep per kill.

In general, for 4 star ships, it’s Rom, Klingon then federation. The Pillum is the G4 Saladin and is a beast. conversely others say the K'Tinga is the best ship of the 42s. Take a breather and collect credits by doing dailies from all 3 fir awhile, stock up a bit. At 30 mil reputation, you will need g4 mining for dailies so take it easy. Personally i went slowly dual faction forward. But not before i was ops 39. Keep doing dailies for all three factions. Build up your faction credits.

As for having to pick 2 you actually dont have to as the game asks you to kill 25 for the top level of combat dailies so I'd hit 13 of one faction, then 13 of a second faction which would complete one out the 3 and be at 13/25 for the remaining 2 … ….
