Both require you to do a lot of work by hand to upkeep the factory, which goes away in Tier 3 when you unlock Coal Power. You have more automation in Tier 1 and Tier 2, but the jump in QOL at Tier 3 is insane. Skipping Tier 0 is nice, but it also only saves a small amount of time.
