Precog combat computers are exclusive to psychic ascension. If you research the sapient combat computers, you risk an AI rebellion! You can't use sapient combat computers with AI outlawed I'm pretty sure, and as a spiritualist you can't give AI citizen's rights, so the combat computers you're relying on will hold a grudge which could be unpleasant.

I would describe it as a UI issue, in which the ship designer erroneously displays a ship design as using the sapient interface (once sapient interface is researched) when the design actually uses the precog interface. (I haven't tested to see whether earlier interfaces are also shown as sapient.)Good answer! I ended up reverting AI rights to Servitude and researched Synthetics, just as I planned. Years after, still no AI rebellion happened, so it seems to have worked.
