I had this exact thing happen on my XPS 15 9500. It would get stuck at the Dell logo and if a BIOS setup or boot selection was made, it would get stuck with the progress bar at 1/4 off 100%. After a few restarts the machine went into a boot loop and kept resetting. Needless to say I requested a replacement which will be here tomorrow.
