CO is pretty OOS friendly for a state school (its my only IS school unfortunately lol), but if you are OOS they REALLY want high stat applicants and its also obscenely low yield (they had 14k applicants this year for some fucking reason) but if you really like it then shoot your shot! You would have no chance at UCD or UCR unless you went there for undergrad. And your chances would be very reduced at UCSD as an OOS.Organize yourself.
