This study assesses, on a population level, the effect of Communities That Care (CTC) in Pennsylvania on youth risk and behavior problems. CTC is an "operating system" or community-wide planning mechanism in which a community coalition proceeds through a set of well-planned stages to select, implement, and assess evidence-based prevention programs (Hawkins and Catalano 1992b).
