You're correct about that. No remotely active server has 0 people logging raids. The servers with 0 people logging raids are dead. Those servers typically have like, less than 50 concurrent online players at a time, most of whom are pretty low-information players (because if they knew what they were doing, they wouldn't be on that server).

I doubt people from a dead server would prefer risking it once again on going Earthshaker.
