I had the same issue. Tried the provided solution with installing/uninstalling of iCUE 4 version without success. After some investigation (with use of Procmon.exe) I found that there is log file for installation in C:\ProgramData\Corsair\iCUE 5 Initial Installer\logs and in that log I found that it didn't found the locales (were using en-gb, but iCUE was looking after en-us).
