Anybody you have not met has a filled-in portrait (that helps with identification) and ??? for a name. From my experience, despite not meeting them, they still have a portrait. Catfish can only be caught in Pelican Town's River, the Riverlands Farm, or Hill-top Farm in Spring and Fall.
