If you expand that box to fill the screen, it will adjust the limits of where in-game HUD objects can be moved. For some reason the default isn't to fill the screen but leaves about 2 inches (on my tv) on every side, so the chatbox, minimap, etc wouldnt be able to be placed exactly against the screen edge.
