Eu4 annex migratory tribe. So tribal migration. I assume the idea is similar to the migration mechanic of native american tribes in EU4, where you spend mana every now and then to get some boni and ultimately increase the own development (special native idea mechanic). I like the idea, because migration should have some benefits (otherwise they wouldn't have done it).
