Does call of brine stack with overcharge

Overcharge (modifier) and Surge (modifier) don't stack together. It's pretty simple. I get that the two "surge" buffs are identically named so it's annoying when talking about it, but it's not all that confusing when you look at it in game since one is a modifier applied to an activity and the other is an armor mod.

The other way to look at it would be that Eruption is above the power curve, Call of Brine is at the curve, and all those other perks are below the power curve. Just because Call of Brine is better than Overcharge doesn't necessarily mean that Call of Brine needs to be adjusted down. Maybe it means Overcharge needs to be adjusted up.

Without combining them with each other or lets say Overcharge, what do you think of these perks? Personally i think Call of Brine would KINDA be okaish on its own, but Eruption still presents a problem due to its lack of counter. I prefer Call of Brine but paired with Overcharge. But if you're going to be using Jolt then PR would make more sense as a lot of the time Joly would nullfy the chance to use COB. Nerfing their rates to the point where they're useless on their own is silly. The core of the problem is the stacking. Make it only take the highest regression rate. Kick a gen. Call of brine rate until overcharge overtakes it. Get info from CoB and hard skill check from Overcharge. Remember, Call of brine will NOT activate from regressing with these perks, only from kicking. But, while it is active after a kick, any regression that occurs from any source will be twice as fast.
