It makes no sense. You start at doing worse than base regression (why.) and then ramp up to do Call of Brine's regression level only after 30 seconds. In making it so it's not as effective with Call of Brine, they'd made it so Overcharge is only going to be run in tandem with it, because its pointless to run it otherwise

Survivors can still tap the gen and what not.
