I'm no expert, but it seems to me that "wow said Billie" is ungrammatical (and OVS) and "wow, said Billie" is grammatical, and I'm not sure if it's SV or what, but it seems that "wow" takes the place of the subject, semantically, and "said Billie" describes that subject in some way, adding the verb ("said") and some kind of adjunct.
