Stellaris crisis not spawning

I'm not sure this makes sense, I assumed that if a player, or AI player become the crisis (level 5) it would stop the normal/conventional in game crisis since only 1 can happen in a game at a time. If the normal crisis triggered and a galactic nemesis hasn't reached level 5 the progression would stop.

The end game date sets the earliest (!) date for ending the game. It will not end though if the end game crisis is not yet defeated (check situation log for verification) or a War in Heaven is still ongoing. I've made sure at the start of the game that I don't have the dragons, dessanu, and gray tempest flag using debugtooltip so that I'll 100% get the empty cluster. Sure enough, I opened the L-Gate and the cluster is empty. But the problem is that the Empty Cluster popup didn't appear. The custom empires that do not spawn are actually ones with "random" star systems; I have no trouble with the habitats or ring world ones.
