This challenge is ♥♥♥♥♥♥♥ ridiculous. I got 22 backup magazines, and 8 soldier syringes. I end up killing every single boss before they get 20 stacks. I went through the whole game failing to do it, and i was finally able to get 20 stacks on the final boss and it DIDN'T COUNT. Is there an easier way to do this?

It is true but than again it take like up to 2sec form pushing power button to full charge. Its full right away after animation.
